Even brand new guitars from most companies do not have the frets precision leveled at manufacture - it takes too much time, and realistically, takes talented techs to really get a good job.
Leveling the frets gets the action as good as it can possibly be.
All frets are filed to exactly the same height (they have to be done all at once.) This gets rid of any dead spots, or rattles you may have found on individual frets.
These "bad spots" on the fingerboard force you to raise the action above them - if they are gone, the action can be a lot lower.
Fret level also includes neck adjustment, action adjustment, intonation setting, bridge adjustment and check out.
This price is for a normal 6 string guitar with no repairs needed.
